What are Cookies
Cookies are small text strings that a website can send to the user’s device (be it a PC, a notebook, a smartphone, or a tablet) during browsing; they are usually stored directly on the browser used for browsing. Main categories of Cookies
The regulations (Art. 1 of the provision) identify two macro-categories of cookies: Technical and Profiling.

Technical cookies
Technical cookies are those used for the sole purpose of “carrying out the transmission of a communication over an electronic communications network, or to the extent strictly necessary for the provider of an information society service explicitly requested by the subscriber or user to provide this service” (cf. Art. 122, paragraph 1, of the Code). They are not used for any further purposes and are normally installed directly by the owner or manager of the website. They can be divided into navigation or session cookies, which guarantee normal navigation and use of the website (allowing, for example, to make a purchase or authenticate to access reserved areas); analytics cookies, assimilated to technical cookies where used directly by the site manager to collect information, in aggregate form, on the number of users and how they visit the site itself; functionality cookies, which allow the user to navigate according to a series of selected criteria (for example, the language, the products selected for purchase) in order to improve the service provided to them. For the installation of these cookies, the prior consent of users is not required, while the obligation to provide the information notice pursuant to Art. 13 of the Code remains in place, which the site manager, if using only such devices, may provide in the manner they deem most appropriate.

Profiling cookies
Profiling cookies are designed to create user profiles and are used to send advertising messages in line with the preferences demonstrated by the user while browsing the web. Due to the particular invasiveness that these devices can have on users’ privacy, European and Italian regulations provide that the user must be adequately informed about their use and thus express their valid consent. They are referred to in Art. 122 of the Code, which states that “the storing of information in the terminal equipment of a contractor or a user or the access to information already stored shall only be permitted on condition that the contractor or user has given his or her consent after having been informed in accordance with the simplified procedures referred to in Article 13, paragraph 3” (Art. 122, paragraph 1, of the Code). Within these categories, it is also useful to specify the difference between:
First-party cookies, which are cookies generated and managed directly by the manager of the website the user is browsing (the site you are currently visiting);
Third-party cookies, which are generated and managed by parties other than the manager of the website the user is browsing (for example, third-party services that are “embedded” into the site you are visiting, such as AdSense, YouTube, Google+, Maps, social sharing buttons, etc.).
And finally, the differences between:
Session cookies, which are deleted immediately upon closing the web browser;
Persistent cookies, which remain inside the browser for a specific period of time. They are used, for example, to recognize the device connecting to the site, thereby facilitating authentication operations for the user.

User management of cookies
It is possible to remove existing cookies and block the installation of new cookies through your browser settings. If users/visitors wish to decide on a case-by-case basis whether to accept cookies, they can also configure their browser to generate an alert every time a cookie is saved. Naturally, by refusing the use of cookies (especially regarding technical cookies), some sections of the sites you visit may not function properly, or may not function at all.
The user also has the option to manage cookies with the help of free external services, such as www.youronlinechoices.com, which allows for a selective opt-out of the main cookies used on the web, or through the “Do Not Track” option provided by major browsers. Browsers also offer the possibility to block only third-party cookies while accepting the site’s own. The procedure for managing cookies is different for each browser.
